Dicken, Crabb appointed to Plains Council
A special Plains Council meeting convened Monday to appoint two individuals to fill a pair of open seats.
The vacancy in Ward 1 was caused by the departure of Joel Banham, who is now serving as the mayor of Plains. The Ward 2 vacancy was caused by the expiration of Garrett Boon’s term, which expired on the last day of 2023.
Candidates for Ward 1 were Lana Dicken and Tim Kinsinger. Ward 2 candidates were David Costner, Garrett Boon and JD Crabb.
The meeting was called to order by Banham, who asked for any public comments concerning the appointments for Ward 1 and 2.
Banham then asked for each candidate to stand and introduce themselves to the council and answer any questions the council may have.
Ward 1 candidate Dicken noted that she has lived in Plains since the early 1990s and has a business in town.
Kinsinger told the council he has lived here in Plains for a little over a year and in the area for a decade. He loves the “town and community, and helping out.”
Council member Chad Cantrell made a motion to accept Dicken as the next council member for Ward 1. The vote was unanimous in support and Dicken was sworn in by Banham.
Dicken’s Ward 1 seat will be for two years and will finish out Banham’s vacated Ward 1 seat.
Dickens said her goal on the council seat was to serve.
“I want to be helpful and supportive. I love my town,” she said.
Ward 2 candidates were also given an opportunity to present their qualifications for the seat.
Crabb spoke about his time living in the area and the roots his family has in Plains.
Former council member Garrett Boon said, “If I was on the council, I would be asking lots of questions. I appreciate knowing the process. I would appreciate, again, joining the council.”
Last to speak was Costner, who said the Constitution is very important to him. He also talked about his family.
After each candidate spoke the council members asked each about their qualifications.
Council member Connie Foust asked Crabb where he was employed. He stated, “I am a quality control manager and section manager at GOR Inc. in Plains for the last six years.”
Newly appointed council member Lana Dicken asked Boon, “what makes you want to come back to the council?”
Boon responded by saying, “I believe the Lord was asking me to put my name in the hat again.”
Council member John Sheridan asked if they were all full-time employees and if they could contribute enough time to serve on the council and committees.
Council member Cantrell made the motion to accept JD Crabb’s letter of interest as council member for Ward 2. The motion was accepted, and the council voted unanimously to accept Crabb as a council member representing Ward 2. Crabb was congratulated by Banham and was sworn in.
Crabb will hold the Ward 2 seat for four years.
Crabb was asked what he wanted to accomplish on the council.
“I want to learn more,” he said. “This town runs pretty good. I would like to work with law enforcement and the fire department.”
