LAGOON DECOMMISSIONING PROJECT Town of Plains, Montana Notice is hereby given that electronic bids for the Lagoon Decommissioning Project will be received by the Town of Plains, Clerk, electronically through Morrison-Maierle’s electronic bidding site, www.questcdn.com, until 2:00 p.m., local time on July 18, 2024, at which time the Bids received will be publicly opened and read via a Zoom meeting. See Section 00 01 30 for information and registration form. The Project generally consists of but is not necessarily limited to the following major items: · Removal and disposal of all aeration piping and manhole lids. · Demolition of all exposed lagoon piping. · Creating holes within all manholes and concrete structures to allow draining, and filling with material as directed in drawings and specifications. · Cleaning and removal of lagoon liners for recycling. · Recycling and or disposing of synthetic basin liners. The Contract Documents consisting of half-size Drawings and Project Manual may be only viewed by electronic documents on-line, or in hard copy at the Issuing Office beginning on Tuesday, June 25, 2024. Prospective Bidders must purchase contract documents through QuestCDN. QuestCDN is a web-based platform for construction project advertisements, bid documents distribution and plan holder lists. Prospective bidders will need the seven-digit QuestCDN project number #9169465 to locate the job on the QuestCDN website search page. Bids will not be accepted from any prospective bidder who has not purchased contract documents through QuestCDN. To obtain bidding documents and submit a bid: 1. Proceed to the Morrison-Maierle’s web site www.m-m.net click on the “Contact Us” tab and then click on “Projects Bidding” “View Our Current Projects Bidding Page”. You then will be directed to the QuestCDN electronic bidding project list. A pre-bid conference will be held at 2:00 PM. MST on July 10, 2024 at City Hall, 101 W Lynch Street. Attendance at the pre-bid conference is highly encouraged but is not mandatory. A pre-bid site walk thru will be conducted after the meeting. Contractor(s) and any of the Contractor’s subcontractors bidding on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by Contractor(s) or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the United States and the state of Montana in accordance with the schedule of Montana Prevailing Wage Rates established by the Montana Department of Labor and Industry included in the Project Manual. The Contractor(s) is required to be an Equal Opportunity Employer and the requirements of Executive Order No. 11246 as amended, apply to this project. Employees and applicants for employment must not be discriminated against because of their race, color, religion, sex or national origin. Each electronic bid must be accompanied by a certified check, cashier’s check, or bid bond payable to the Town of Plains, in an amount not less than ten percent (10%) of the total amount of the bid. This project is funded in part or in whole with grant/loan funding from the American Rescue Plant Act (ARPA). Award of the project will be contingent upon receiving funding and award concurrence by these agencies. A bid may not be withdrawn after the scheduled time for the public opening of the Bids specified above unless it meets requirements and procedures outlined in Article 16.02 of the Instructions to Bidders. The Town reserves the right to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60), and to accept the lowest responsive and responsible bid which is in the best interest of the Town of Plains. PUBLIC OPPORTUNITY TO PROTEST TRANSFER OF OWNERSHIP OF Montana Retail On-Premises Consumption Beer and Wine with Catering Endorsement License SHLOOP, BRADLEY & FRICK LLC (Bradley Pride, Owner) has applied for a Corporate Structure Change for Montana Retail On-Premises Cosumption Beer and Wine with Catering Endorsement License No. 35-845-7110-302 to add Deanne Creamer as an owner. The public may protest this license change in accordance with the law. Who can protest this transfer? Protests will be accepted from residents of the county of the proposed location Sanders County, residents of adjoining Montana counties, and residents of adjoining counties in another state if the criteria in 16-4-207(4)(d), Montana Code Annotated (MCA), are met. What information must be included? Protest letters must be legible and contain (1) the protestor’s full name, mailing address, and street address; (2) the license number 35-845-7110-302 and the applicant’s name SHLOOP, BRADLEY & FRICK LLC; (3) an indication that the letter is intended as a protest; (4) a description of the grounds for protesting; and (5) the protestor’s signature. A letter with multiple signatures will be considered one protest letter. What are valid protest grounds? The protest may be based on the applicant’s qualifications listed in 16-4-401, MCA, or the grounds for denial of an application in 16-4-405, MCA. Examples of valid protest grounds include: (1) the applicant is unlikely to operate the establishment in compliance with the law; (2) the proposed location cannot be properly policed by local authorities; and (3) the welfare of the people in the vicinity of the proposed location will be adversely and seriously affected. How are protests submitted? Protests must be postmarked to the Department of Revenue, Office of Dispute Resolution, P.O. Box 5805, Helena, Montana 59604-5805 on or before July 20, 2024. What happens if the transfer is protested? Depending on the number of protests and the protest grounds, a public hearing will be held in Helena or Hot Springs. All valid protestors will be notified of the hearing’s time, date and location. Hearings typically are scheduled within 90 days. A protester’s hearing testimony is limited to the grounds in the protester’s letter. Following the hearing, the Department of Revenue will notify the public whether the license transfer is approved or denied. How can additional information be obtained?
