Public Notice - Opencut Mining Permit Felstet Concrete Products LLC plans to permit an existing opencut gravel pit in Section 16, T20N, R26W, and legally described as Lot 1B of Certificate of Survey 3209MS in Sanders County, Montana. The property has a physical address of 7334 Montana Highway 200, Plains, MT 59859. The opencut mining operation currently occupies a total of 26.9 acres of land owned by Felstet Concrete Products LLC. The existing permit previously mined gravels and sands. However, the plan for this existing opencut area is for reclamation only. A Montana Department of Environmental Quality (MDEQ) Opencut Mining permit has recently been applied for to extend the required reclamation date to December 2021 to ensure all growth can occur as required. As a part of the permit application process they are required to send a public notice to all property owners located within one-half mile of the proposed boundary of the opencut permit, as well as publish notice of the proposed operation twice in a local newspaper. A map for this site can be obtained from the following website: https://searchopencutpermits.mt.gov/ and by searching the Opencut # "3110" in the search bar to view the current application materials and the site exhibits. Currently, the site is an existing opencut mining pit and rangeland. During previous mining, the site contained 18 of soil that will be replaced once an approved permit is obtained. Gravels and sand are the materials that were previously mined from the site, but no future mining is currently planned. The site is currently accessed off of Montana Highway 200, two miles west from Plains, MT. The attached site map shows the site operations. Also included with this letter is the MDEQ Request for Public Meeting form. This form provides information on how surface landowners can request a public meeting to discuss this operation, if desired. Mineral County brainstorms ideas for community center

After a survey conducted by the Mineral County Health Department showed that the number one desire for the county was a community center, officials began discussing the idea of building one. Mineral County officials met in the packed Senior Center in Superior on Thursday, May 9 to brainstorm ideas to build a community center. Superior Schools Superintendent Scott Kinney originally came up with the idea because he wants to relocate the wrestlers to different area to practice, but he has nowhere to send them. They currently train in the multi-purpose room where there is stage and sound equipment. “It truly is a multipurpose room,” Kinney said. He says the room gets beat up from the wrestlers and would like to see a new facility for the wrestlers and to also be used for the community. This triggered conversations with County Commissioner Roman Zylawy, who also believes the county should create a new, multiuse facility or a community center. The current 4H building, or Quonset hut, has seen a crumbling roof, plumbing and structural issues since its erection more than 60 years ago. “You just about have to turn sideways to get in the bathroom,” District Ranger Carole Johnson said. 4H activities could relocate to a new building, which could also be used for shooting sports, a performing arts center and a senior center. “The current building gets used almost every day,” Johnson said. It is already used for family reunions, receptions and 4H activities, however the Quonset hut has seen better days. Jim Goss, who represents several Mineral County nonprofits would like to see a new facility to host Mineral County Performing Arts Council (MCPAC) concerts. The LDS Church currently hosts concerts for MCPAC, but Goss would like to see a separate venue. Goss would also like to see the current Senior Center relocated to the potential community center. “The facility is showing its age and the kitchen is way too small,” Goss said. A commercial kitchen and larger space would better accommodate the county’s aging population. Goss says senior centers are compelling to grants and could help with applications. But none of this can happen without funding. That’s why Zylawy has researched the Community Development Block Grant (CDBG), a program that provides communities with affordable housing and community development.

Superior School’s Elementary Administrative Assistant and Afterschool Coordinator Dawn Bauer has been recognized for her work in securing food for hungry children. She was presented with an award during the Montana Food Bank Network (MFBN) event, The Taste, on March 8. This is an annual fundraiser for the food bank and was held at the Neptune Aviation airplane hangar in Missoula. Where over 100 food and drinks were prepared by nearly 40 local chefs, brewers, distiller and other food establishments.

June Irene Sanks was born in a small farm house near Hinsdale, Montana on July 23, 1929 and passed away on Jan. 17, 2019 at St Luke Long Term Care Facility in Ronan, Montana. At the age of four June’s family left eastern Montana and made their way to Sanders County and found a home on the western end of the “Eddy Flats” east of Thompson Falls. She rode the bus for 12 years to school and graduated from Thompson Falls High School in 1947.

Housing shortage continues to plague Mineral County

There was an open house in Superior at Maple Street Cottages last week. The two-bedroom, one-and-a-half bath rental units are available for seniors who are 62 years of age and older, and are on a fixed income. The hallway that leads from the front sitting room and kitchen are wide enough for wheelchairs and the shower is equipped for handicapped individuals. “We call these ‘aging in place’ units,” said Jim Morton with the Human Resource Council and he oversees programs in Mineral, Missoula and Ravalli counties.

Several wrecks plague I-90 so far this year

It has been a busy year so far for area emergency crews with several wrecks along Interstate 90. They include a morning semi-truck crash on New Year’s Day. The incident blocked one lane of traffic near Mile Marker 28 just 16 miles east of Haugan until 1:30 p.m. A semi-truck carrying kegs, bottles and cans of beer was traveling too fast for the icy conditions and jack-knifed. It went off the interstate and tipped over at approximately 10 a.m.

Icy roads, snow cause wrecks on I-90

Severe winter weather hit the region last week causing several mishaps, especially on the west end of Mineral County on Interstate 90. There were reports of snow and ice from Haugan to Lookout Pass on Monday, Dec 10 in the evening hours. Around the region, Noxon, Thompson Falls and Superior were included in the winter weather advisory, as well as several other passes, including Marias Pass, which was under a blizzard warning with 80 mph winds and several inches of snow.

New county planner begins work on Jan. 2

Andy Short has been hired as the new Mineral County Planner and Sanitarian. He is replacing Tim Read who retired last September, and will start his new position on Jan. 2, 2019. Short currently works as a Land Use Planner, Environmental Health Specialist and the Missoula Branch Manager for Territorial-Landworks in Missoula. He was hired out of a short stack of applicants in November, according to Mineral County Commissioner Roman Zylawy.

Hugh Randolph Butler, 93, went to be with the Lord on Nov. 26, 2018. He was born on a farm near Lingle, Wyo., on Sept. 10, 1925, to Hugh A. and Helen [Randolph] Butler. He was the third of nine brothers. He was drafted into the Army during his senior year in high school in January 1944 to serve in combat as a radio man and later in charge of German prisoners in the World War II European Theater. He was honorably discharged May 4, 1946, as a sergeant in the Army.
