PUBLIC NOTICE This notice has been revised from the May 22, 2019 release to update the public comment period and public comment website. BNSF Railway Company (BNSF) has submitted a permit modification request to the Montana Department of Environmental Quality (DEQ) to modify BNSF's hazardous waste permit for its remediation activities located in Paradise, Montana. The hazardous waste permit provides requirements for operation of a corrective action management unit (CAMU), continued maintenance of designated regulated units, and Facility-wide corrective action. The modification is being submitted under Title 75, Chapter 10, Part 4 of the Montana Hazardous Waste Act. This notice is to inform the public of the permit modification request and to seek their participation in the decision-making process. During the public comment period, the public may submit written comments to DEQ. The comment period will extend from May 17, 2019 to August 6, 2019. The permit modification is available online at http://deq.mt.gov/public/publiccomment, at the DEQ Helena office and DEQ Missoula office during their business hours, and at the Plains Public library located at 108 W Railroad St, Plains, Montana 59859. Wheeled Phoenix project helps veterans re-enter society in U.S.
The visions I’ve had of forgotten veterans have haunted me for years ... the Wheeled Phoenix project, the concept I’ve devised, will buy old cars and restore them as resto-mods. The cars will be raffled off by a nonprofit, Veteran Phoenix, LLLP, and the donations received from ticket sales will help homeless veterans re-enter society. Wheeled Phoenix’, Inc. will also produce two reality shows; one that will feature the car’s rebuild, and the other will feature the rebuilding of a soldier’s life.

LEGAL NOTICE Montana Fish, Wildlife and Parks (FWP) is recommending that the Fish and Wildlife Commission approve the amendment to the Thompson-Fisher Conservation Easement (EA) which would remove 1.63 acres of developed land and replace it with 5 acres of undeveloped, upland and riparian habitat along the Little Thompson River as proposed in Alternative B, the Proposed Action, of the environmental assessment (EA). FWP released the draft EA for public comment from February 13 through March 15, 2019. Four comments were received and only one issue was raised which was to improve the detail of the map for the parcels being removed from the conservation easement. An appendix with more detailed maps was added to the EA document. The proposed land exchange and accompanying CE amendment will resolve an encroachment issue on the CE land. The developed land on the CE involves seven different parcels of State School Trust Land managed by DNRC. Each parcel is adjacent to the conservation easement and lies within the Thompson River valley. The DNRC parcels are leased for cabin sites and they include various structures or other improvements that encroach onto the CE. Weyerhaeuser has agreed to remove the 1.63 acres of developed land from the easement and add 5 acres of undeveloped land which is adjacent to existing CE land, for a net gain to the easement property of 3.37 acres. The 5-acre parcel to be added to the CE is currently managed by Weyerhaeuser as forestland and this proposal will ensure that it will be managed in the same manner in the future. No immediate changes in land use would occur because of this amendment either on the land removed from or added to the CE. No money would be exchanged to complete the proposed amendment. Rams butt heads during aggressive rut, FWP reports
“Bighorn sheep are undoubtedly one of the most iconic and revered wildlife species in Montana, yet in comparison to most big game animals, relatively little is known about their population,” stated a 2013 Fish, Wildlife & Parks report. There are roughly 6,000 bighorns in Montana with approximately 700 living in Region 2 of the Fish, Wildlife & Parks map which includes herds up Petty Creek near Alberton and near St. Regis. Over the years, the numbers grew to 1,500 with the 1970s herd producing trophy-size rams.

Parents as Teachers is holding a diaper drive from Oct. 29 to Nov. 9 to collect a goal of 300 packages of diapers for distribution to families in need in Mineral County. Parents as Teachers provides educational materials to parents about child development; screens children for potential delays; and offers general parenting support. Diapers will be distributed on the evening of Nov. 14 in St. Regis along with an educational event. In 2017, the Montana Legislature created a new judgeship position for Fourth Judicial District (Mineral and Missoula counties). The Legislature provided that the position initially be filled through appointment.

Approximately 16,468 tons, consisting of mixed conifer sawlogs, are offered for sale. Bids may be hand delivered or mailed and will be accepted any time prior to the bid opening.
